I think some regulation of powerful technologies is a given, so you should regard "no overly destructive legislation" as a win.
I think a lot of opposition is due to wedge/slippery slope (note: I am not saying fallacy here) but IMO there was never any chance of 0 legislation
I'm in favour of sending missiles to GPU data centres if skynet starts pumping out terminators (1% odds), but also fear legislative strikes when incumbents fear productivity gains that reduce their rent seeking (99% odds). Will be a difficult needle to thread
